Moscow, December 2, Interfax - The Russian Civic Chamber has called for barring access of foreigners and single Russians to surrogacy services, as well as for banning surrogacy advertising, the newspaper Izvestia said on Wednesday with the reference to a relevant draft resolution.
"The Civic Chamber has drafted a resolution regulating surrogacy services in Russia. The Civic Chamber's proposals include a ban on foreign citizens' participation in surrogacy programs and on surrogacy advertising. It also proposes a ban on commercial surrogacy services, limits access to such services to married couples only, and bars single men and women from participating in the program," the newspaper said.
According to Izvestia, the Civic Chamber will meet together with State Duma deputies, children's ombudsmen, and relevant medical professionals on December 8. After the resolution is adopted, a group of deputies led by Nikolay Zemtsov, a member of the State Duma Committee on Development of Civil Society, and Public and Religious Organizations, will start drafting amendments.
The meeting at the Civic Chamber will be followed by State Duma hearings, the preparation of legislative amendments, and a report supported with statistical data to be submitted to Russian President Vladimir Putin, Prime Minister Mikhail Mishustin, and heads of law enforcement agencies. The issue will be presented in the context of national security, Zemtsov told the newspaper.
Experts polled by the newspaper said that surrogacy services in Russia had long required additional regulation, especially after deaths of infants born to surrogate mothers and arrests of doctors on human trafficking charges. At the same time, the issue should be handled with care in order to prevent a decline of the industry and not to deprive Russia of its leadership in medical tourism, Izvestia said. |
