St. Petersburg, June 26, Interfax - The Federation Council has approved the adoption of a law on fines for the propaganda of on-traditional sexual relations among minors.
The law amends the law On the Protection of Children from Information Harming Their Health and Development and some legislative acts to protect children from information promoting the denial of traditional family values.
The law envisages administrative fines for the propaganda of non-traditional sexual relations among minors "expressed in the dissemination of information aimed at cultivating in minors non-traditional sexual orientations, the attractiveness of non-traditional sexual relations, a distorted idea of the social equality of traditional and non-traditional sexual relations, or forcing information on non-traditional sexual relations enticing interest in such relations."
If these actions do not constitute a crime, they are punishable by an administrative fine in an amount of 4,000 rubles to 5,000 rubles for citizens, 40,000 rubles to 50,000 rubles for officials, and 800,000 rubles to 1 million rubles for legal entities, or administrative suspension of operations for a period of up to ninety days.
If these actions involved the use of the mass media or telecommunication networks, including the Internet, citizens face a fine in an amount of 50,000 rubles to 100,000 rubles, officials face a fine in an amount of 100,000 rubles to 200,000 rubles, and legal entities face a fine in an amount of 1 million rubles or administrative suspension of operations for a period of up to ninety days.
If the actions were committed by a foreign citizen or a stateless person, the law envisions a fine in an amount of 4,000 rubles to 5,000 rubles with administrative deportation from Russia, or up to 15 days of administrative arrest with administrative deportation from Russia.
The law is expected to take effect on the day of its official publication.
